Basicly there are no changes necessary, if you have a patch for the execute-command on Amiga (comes with the Apache-webserver for Amiga).
If the users haven't this patch: They have only to change the 1st line in the script from #!/usr/bin/perl to #!/bin/perl
Additional you have to set the script-flag with the protect-command - then it is possible to execute the script form the shell.
